This study develops an effective and efficient Arabic language learning model to improve the quality of learning in higher education. The background is the lack of self-directed learning and critical and creative thinking skills of students in Arabic language learning. The Research and Development (R&D) method with the Borg & Gall (1983) model is used, consisting of ten stages. The research subjects are Arabic Language Education students in Pekanbaru and experts. The research object is an Arabic language learning model that integrates transformative learning with the Moodle LMS. The research data consists of quantitative and qualitative data, obtained from questionnaires and interviews. The sources of research data are papers and people. The data analysis technique of this research is descriptive statistical analysis and qualitative descriptive analysis. The preliminary assumption is that the development of this model can improve the self-directed learning and critical and creative thinking skills of students. This research is expected to contribute to the development of an effective and efficient Arabic language learning model.
