From Policy to Practice: Evaluating the Corporate Social Responsibility Program Implementation of Semirara Mining and Power Corporation

This study evaluated the implementation of Corporate Social Responsibility (CSR) programs of Semirara Mining and Power Corporation (SMPC) in Caluya island. Employing an explanatory sequential mixed-methods research design, the study integrated quantitative and qualitative approaches to provide a comprehensive evaluation of CSR implementation across key dimensions. A total of 266 respondents, including school heads, teachers, learners, parents, barangay officials, and company personnel, participated in the study. Data was collected using a researcher-developed, validated, and reliability-tested CSR Implementation Scale. Quantitative data were analyzed using descriptive statistics such as frequency, percentage, mean, and standard deviation and inferential statistics such as Mann–Whitney U test, and Spearman's rho at a 0.05 level of significance, while qualitative data using the thematic analysis were used to enrich and explain the statistical findings. The results revealed that the implementation of CSR programs was generally perceived to be at a very high level across the dimensions of environmental responsibility, cultural and indigenous engagement, labor practices and human rights, education and community development, and governance and supplier relations. Variations in perception were observed among respondent groups, particularly in relation to type of respondent and educational attainment; however, overall evaluation consistently indicated strong and effective CSR implementation. Qualitative findings further supported these results, highlighting the positive contributions of CSR initiatives to community development, stakeholder engagement, and sustainable practices.
