Developing the potential of people with disabilities is crucial for ensuring equal opportunities and rights for all individuals. As such, the Ministry of Education has established clear policies aimed at promoting education for children with disabilities. These policies are designed to provide disabled individuals with the same educational opportunities and rights as the general public, thereby reducing educational inequality and elevating educational standards. The overarching goal is to achieve equality and fairness in society, particularly for the underprivileged and disabled populations. To this end, the Ministry of Education is working towards developing a robust special education management system that prioritizes quality and inclusivity (Ministry of Education, 2021). Collaborative Network for Development of Children with Disabilities is regarded as a crucial factor in enhancing their overall development. It serves as a link to the operation of early intervention services, facilitating collaborative efforts to nurture the potential of children with disabilities. This cooperation network mobilizes individuals, agencies, and organizations from both the public and private sectors to participate in joint development initiatives. Through this collaborative approach, stakeholders work together under a common objective or agreement to systematically develop children with disabilities. By pooling resources and expertise, the network aims to create a supportive environment conducive to the holistic development of children with disabilities.
