This research is descriptive research This research aims to 1) To study the composition and indicators of the ethical competency for moral school administrators under the primary educational service area office of Roi Et 1 2) To examine the harmonization of the ethical competency for moral school administrators under the primary educational service area office of Roi Et 1 with empirical data. The sample group included educational institution administrators and teachers for moral school under the primary educational service area office of Roi Et 1, there were 320 people. Set the sample proportionally to Hair's parameters, chosen by the multi-stage sampling method. The instrument used for data collection was the 5-level estimator questionnaire. The content validity (IOC) was between 0.67-1.00 and the reliability was as 0.981. The basic statistical analysis and confirmatory factor analysis (CFA) used the IBM SPSS Statistics program and M-Plus Editor.
